You did not inform us that you did not have a television set, so you have to pay the fine. - Media Development Authority Officer

This was the reply one guy got when he told the officer why he did not have a TV, which is why he did not pay his radio and TV licence fee, and which is why he did not deserve to be fined.

Sounds logical to us, what.

I think the poor public officer cannot early early say because his boss didn't tell him to say. Anyway, he cannot tell man never mind, no need to pay because his boss never say he can do that. And the officer cannot tell his boss and ask him what to do because he very busy man mah! Why do u think they pay the boss so much for? You cannot anyhow kajiow the boss one. He very big one, you know. He will get angry and then something terrible may happen. Poor officer may join structural unemployment, then who to pay for children nursery fees. Now good one 7 to 8 hundred dollars, you know.
